I want to know the information about what I am dragging and dropping. In this case a modifier from my modifier stack to an other object. Is this possible?
It should be possible, I think you need to work in the modify panel. modPanel.getCurrentObject() will give you either the base object or the currently selected modifier in the stack. The you should be able to access that modifiers properties and settings from there. I hope this helps.
Unless you are calling the action directly from MaxScript or prompting the user to push a button after the drag and drop, the information you are looking for will be unavailable in Maxscript except by a callback. I would create a callback when your tool is running that gathers the data from a change in modifiers. Search for callbacks in the MaxScript help. Here are the callbacks that are supported:
