Maya Bullet Constraint dosn't work properly. (liniear constraint)

Hi,
I’m stuck with this issue (maya 2014):

I need to create dynamic jont chain with rotation limits and without changes in length of the bones. (same method works in 3dsmax Ragdoll)

I tried to use nHair method but I couldnt find solution for providing limitation in bending (bend resistance gives me rigid movement of the hair).

Any advice will be helpfull.
